Abstract: Electronic office systems help organizations reduce paper-based administration and improve document traceability. However, document reception, registration, assignment, processing, approval, issuance, and archival activities are still often handled through fragmented or partially manual procedures. This study develops a Document Management System for Enterprises to manage incoming and outgoing documents through a centralized, role-based, and traceable workflow. The system is implemented using Vue.js, Express.js, MySQL, Python FastAPI, Tesseract OCR, Gemini, and Groq as an automatic fallback provider. For incoming documents, the system supports reception, registration, assignment, Employee processing, Department Head review, Director approval, response processing when required, and archival storage. For outgoing documents, it supports Employee drafting, Department Head review, Director approval, Office Staff registration and numbering, Director signing, Office Staff sealing and issuance, and archival storage. AI is integrated as a supporting component for text extraction, metadata suggestion, summarization, identification of important information, and department recommendation. An adaptive routing-learning mechanism further supports department recommendation by reusing previously confirmed routing decisions as reference evidence for new documents. Employee assignment and formal workflow operations remain under the control of the main application and authorized users. The developed system therefore combines document lifecycle management, organizational workflow control, and supporting AI functions to reduce repetitive work while maintaining traceability and human responsibility.
