PPP Projects: sharing risks or being at their own risks?

Abstract

Risk-sharing is a key matter to attract private investors to PPP projects. PPP is a cooperation between the Government and private investors who provide services and public infrastructures- things that should be carried out by the Government and things that much differ from purely private investment where they have to be at their own risks.
