Abstract: The fisheries-based livelihoods of residents in Diem Dien town are colliding with adverse changes harming to the sustainable development of fisheries. Therefore, there must be an overall analysis of fisheries-based livelihoods as a basis to identify and solve these problems. The methodology of this study includes 3 tools of Participatory Rural Appraisal (PRA): individual interview, semi-structured interview and structured interview. The database of a questionnaire is pooled and treated by using the IBM SPSS Statistics 24.0 software. The results analyzed based on the Department for International Development (DFID)'s sustainable livelihoods framework have shown alt types of operating capital for livelihood fishennen here are still lacking and inadequate, especially human capital, capital natural and physical capital. In addition, livelihoods of fishing in Diem Dien Town are facing decrease. Vietnam Government has had policies strengthening livelihoods for fishermen in locality and province. However, few residents can access to the supporting package.
