dc.description.abstractImproving the quality of human resources is always the top concern of universities. For the universities, not only the teaching staff, but also the experts play an important role in enhancing the quality of education and training. In this paper, author analyses situation of expert staff of the universities in Nghe An province. Based on this analysis, the article proposes solutions to develop the expert staff towards employment approach such as training and fostering the experts based on their positions; evaluation of expert staff under occupation approach; improvement payment policies based on working position; development of comfortable working environment for the staff, etc.vi_VN
