Abstract: The goal of education in Vietnam in the current period is active intergration and also inproverment of training quality. Building a model for evaluating students' output competencies is the basic for developing and adjusting the curricula and training process at university. Due to the gobal competitive tendencies, universities focus on training qualified and competitive human resources who are capable of entering the international labour market. The student of International Studies (IS) major are trained in a multidiscplinary field; therefore, learning outcomes assessment in seen as the prerequisite for asserting the quality of human resource from this training program.
