Firstly, Internationalization strategies and investment should be concentrated on several top long-lasting domestic universities under the competition and accountability mechanism. Secondly, countries and universities should focus on enhancing the system supporting and promoting research at an international level. Thirdly, the university system should be established in the direction of multidisciplinary universities in order to combine teaching - researching - technology transfer and international publication.vi_VN
