Abstract: Recognizing the importance of factors affecting the development of management-level personnel in international travel enterprises, the author has conducted survey and verification at international travel enterprises in Hanoi. The research includes a survey of 272 managers at international travel enterprises in Hanoi at the end of 2019. The results show that the factors of financial capacity of the business, managers’ personnel, in-company training, corporate awareness of development of management-level personnel have the strongest impact on that at international travel enterprises in Hanoi. From these results, discussions and recommendations were also presented in the study to develop administrative human resources to meet the requirements of using, managing and operating international travel enterprises.
