Abstract

In the burgeoning landscape of ASEAN education, this paper extends its focus beyond the National University of Laos (NUL) to consider the regional context, particularly the varying states of ICT infrastructure in Vietnamese universities. While large universities in Vietnam showcase robust ICT systems, smaller institutions mirror NUL's challenges, with underdeveloped resources hindering their educational and research capabilities. This comparative analysis underscores the pivotal role of ICT in shaping educational institutions as they navigate limited funding and strategize investments. The study examines NUL's mission to cultivate high-caliber human resources for both local and global contexts, highlighting ICT's critical role in this endeavor. Through surveys and interviews with diverse stakeholders -including students, professors, administrative staff, government officials, and companies-the research captures a multifaceted view of NUL's ICT infrastructure. It reflects on the existing gaps and anticipates future requirements, crafting a strategic approach that aligns with broader regional insights. Emerging findings not only stress the significance of ICT for NUL's advancement but also resonate with the needs of smaller Vietnamese universities. The paper suggests strategies such as leveraging internal optimizations, diversifying funding avenues, and fostering Public-Private Partnerships. These approaches, informed by NUL's experiences and regional parallels, aim to elevate ICT infrastructure, catalyzing NUL's trajectory towards becoming a leading ASEAN university and offering a roadmap for comparable educational institutions in Vietnam.
