Abstract: This paper investigates the determinants of technical efficiency of the 134 PCFs in Mekong Delta from 2013-2016. In the combination of quantitative and qualitative analyses, the findings showed that the technical efficiency of the PCFs in Mekong Delta is quite low representing by the cost efficiency (CE) about 43.2%. The explanation for the non-economics efficiency comes from twoford inefficiency in technical and in-efficiency in allocation. Besides, the input factors have not been efficiency employed, about 35.3% costly, by the PCFs in Mekong Delta. Moreover, the PCFs in the studied area have the increase rates of scales (IRS), in which most of the PCFs is a small and medium entity. Lastly, the findings from Malmquist indicated that the performance growth rates the average total factors of the PCFs is about 1.037, meaning that the growth rate of TFP account for 3.7%. This can be explained by the changes of technical efficiency and technical innovation.
