Abstract: Vào thời vua Thiệu Trị (1841 - 1845), ở Châu Vạn Ninh, tỉnh Quảng Yên, có ghềnh Chá Mang (nay thuộc phường Ka Long, thành phố Móng Cái, tỉnh Quảng Ninh) là nơi tiếp giáp với địa giới nhà Thanh (Trung Quốc). Từ lâu, nơi đây đặt một điếm canh để dân phòng canh gác, chủ yếu nhằm kiểm soát những người qua lại biên giới trái phép.
