Abstract: This research investigates the challenges encountered by English as a Foreign Language (EFL) learners when paraphrasing English texts. The study aims to explore the challenges faced by EFL learners in each step of the paraphrasing process, using Yahia’s nine-step Paraphrasing Guidelines as a framework. The research employs the triangulation method, utilizing questionnaire surveys and semi-structured interviews with 77 Vietnamese participants to investigate the research question. The findings of the study highlight two major challenges that EFL learners face when paraphrasing: keeping the paraphrase similar in length to the original passage and avoiding unchanged phrases of 3-4 words. These steps are found to be both challenging and time-consuming for EFL learners. Additionally, the results emphasize the importance of developing reading comprehension skills, vocabulary proficiency, and a comprehensive understanding of the paraphrasing process. The findings also underscore the significance of enhancing EFL learners’ knowledge of specialized vocabulary, grammar, and effective strategies to avoid plagiarism. It is recommended that learners receive appropriate training and guidance in citation and referencing, as well as in differentiating between paraphrasing and summarizing. The study highlights the interdependence of the paraphrasing steps and the need for learners to balance the requirements of each step while maintaining the desired length of the paraphrased text. The implications of the research findings are relevant for educators, as they emphasize the need for targeted instructional approaches that assist learners in overcoming paraphrasing challenges. By addressing these challenges, educators can promote better writing practices and reduce instances of plagiarism, thereby enhancing the writing abilities of both English major students and non-English major learners.
